Understanding the steps for Authority to Access

Register CompanyThe company or business entity is registered as a Transurban supplier or contractor in Permitted.
Register WorkerIndividuals who require access within Transurban lease boundaries are registered in Permitted so they can be added to Access Permits. Note: Worker must have completed site-induction to be considered "site-ready".
Facilitate site-inductionRegistered Workers provide a series of documents and perform online learning to be “site ready”.  Documentation can expire and require renewal.
Pre-engagementIf required, Transurban will advise of additional documentation required for working on critical systems.
Provide Authority to AccessCompanies or business entities directly engaged by Transurban (or companies working on behalf of organisations with assets and equipment located within lease boundaries) must apply for Authority to Access so workers can enter site.
ATA Activation on SiteAccess Permit is activated and workers “tap on and off” to enter and exit site.
ATA AssuranceTransurban may from time to time perform checks on Access Permits.

  • How do I register my company for access?

    You will need to register your company in Permitted with Transurban so you can raise Access Permits (as well as being registered as an individual), and your workers added as “attendees” on Access Permits.

    To register your company, call the Transurban Technology Service Desk on 1300 166 214 and raise a request including the company name, ABN and reason for requesting access.

    In addition, it is recommended you read the Authority to Access Contractor Procedure to ensure you are aware of your responsibilities in relation to Authority to Access.

  • How do I request access to a Transurban site?

    Using the Permitted system raise a TAP (Transurban Access Permit), complete the Initial Questionnaire, and if required, Traffic Closure Requests and/or a CSP (critical systems permit). Once submitted the request/s will be reviewed by your Site Contact who will do one of the following: accept your request, ask for additional information or escalate for a detailed review. Your request may be declined where sufficient information to accept the request isn’t available.

  • How do I add workers to an Access Permit so they can enter site?

    Workers can be added as Attendees to a TAP (Transurban Access Permit) once the TAP is submitted through until the end date of the TAP (the status will be Completed). Workers MUST be Site Ready as at the end date of the TAP to be added as an Attendee (where the site ready status of the Attendee will expire prior to the TAP end date the Worker must update their qualifications prior to being added to the TAP).

    To add a worker as an Attendee:

    • navigate to the relevant TAP
    • select drop down menu in top right of TAP (green arrow)
    • select Manage Attendees
    • search for Attendee to add
    • click on Attendee
    • attendee will be added to selected column on the right.

    Note: Attendees/Workers can only access site on the valid dates of a TAP which is in a Site Ready status, to which they have been added as an Attendee.

  • How do I add workers from a sub-contracted company to my Access Permit?

    For Workers to be available for selection as Attendees on a TAP raised by your company, the contract and sub-contract companies must be linked in Permitted. To organise a company linkage, raise a request via phone by calling Transurban Technology Service Desk on 1300 166 214.

  • How do I apply for emergency or urgent access to a Transurban site?

    Emergency Access (for immediate make safe activities) does not require a TAP (Transurban Access Permit) to be raised in Permitted but will be subject to the procedure for the state in which you are operating (for example you may require permission from the duty manager prior to accessing a Transurban lease boundary).

    Urgent Access may require a TAP to be raised in Permitted, depending on the timeframe in which the works or activities must be completed and the state in which you are operating.

    Reach out to your Site Contact for information on the Emergency and Urgent Access procedures for the state in which you are operating.

  • What is a CSP and when do I need one?

    A CSP is a Critical Systems Permit. Where works or activities, or a combination of works or activities, pose a high risk to the systems critical to Asset continuous operations, Transurban may request during the planning stage of works or activities, for you to complete a CSP. The CSP documents your plans to carefully manage and mitigate the risks to ensure continuous operation of the Asset.

    Where a CSP is requested, Transurban systems experts will work with you to provide input to your documentation, and then provide a review. Once you have approved documentation it can be uploaded into Permitted, as part of the TAP (Transurban Access Permit).

    This e-form is to be filled out by any third party who seeks to undertake works or activities that may impact CityLink. This is an initial contact point. You will receive further contact regarding next steps, including if additional information is required.

    Note: Submitting this form does not give the requesting party any right to access our asset. This is NOT Authority to Access – a separate site ready Authority to Access is required before any work or access can commence. This form is not for emergency access.
